What Has He Done?

Arnel Casanova’s highly-publicized disputes not only with CJHDevCo but also with other private developers, such as SM Land Inc. in BGC, have long spooked the business community and dampened investor confidence in PPP projects and other big-ticket joint ventures with the government, despite the successive credit upgrades of the Philippine economy as Asia’s new growth haven.
Maltreating BCDA’s private partners and its other stakeholders may be partly in Casanova’s DNA, judging from his warlike behavior towards CJHDevCo, SMLI and even seemingly harmless active and retired military officers residing in a portion of the former Fort Bonifacio army camp at BGC.

Camp John Hay is a well-known tourist spot in the small city of Baguio, north of Metro Manila.. But long before CampJohn Hay became a developed area, it used to be a military reservation for the United States Army named after President Theodore Roosevelt's Secretary of State, John Milton Hay.

Who Won?

The Camp John Hay Development Corp. (CJHDevCo) hailed the ruling of the Philippine Dispute Resolution Center Inc. (PDRCI) ordering the Bases Conversion Development Authority (BCDA) to pay P1.42 billion to Camp John Hay developer, representing rental payments made by CJHDevCo to BCDA since 1998. But my question is who won in this debacle? Was it CJHDevco who is finally moving on from this drama  who will lose this place that invested heavily in or BCDA that can finally sell John Hay to the Ayala Group but they need to payback 1.4 Billion.

Court clears Robert SobrepeƱa in Estafa Case

Businessman Robert John Sobrepena, chairman of Camp John Hay Development  Corp., has been cleared of charges of estafa filed in a Pasay City court by Arnel Casanova, president of the state-run Bases Conversion and Development Authority.
Pasay RTC judge Pedro De Leon Gutierrez ruled that contrary to Casanova’s claim that CJHDevco had reneged on its rental obligations as longtime private partner, it was actually a slew of factors—mostly traceable to BCDA—that led to a deferral of the  lease payments on this ex-US military base once known as Camp John Hay.
